Bill: S304 - Provides that records of convictions for carjacking, promoting prostitution of a child and certain child endangerment crimes shall not be expunged.

Under current law, criminal records may be expunged after 10 years if the defendant has not been convicted of any subsequent crime. However, the records of certain serious offenses, such as criminal homicide, kidnapping and aggravated sexual assault, are not subject to expungement. This bill would add the crime of carjacking, sexual assault and certain child endangerment crimes, including promotion of prostitution of a child to the list of crimes which may not be expunged.

Bill: S406 - Permits municipalities to enact ordinances regulating where sex offenders may reside.

This bill permits a municipality to enact an ordinance establishing areas in or around elementary or secondary schools, parks, playgrounds, public libraries or daycare centers where certain registered sex offenders may be prohibited from residing. This bill sets out to reduce the likelihood of contact between sex offenders and children or women who are likely to gather at such locations.

Bill: S528 - "Judy and Nikki's Law"; provides for life imprisonment without parole for persons convicted of murder of a child 16 years of age or younger.

This bill designated as “Judy and Nikki’s law” would provide that a person convicted of murder of a child 16 years of age or less would be sentenced to life imprisonment without eligibility for parole The bill increases the age of the child from 14 to 16 and also removes the factor that the murder must be committed during the commission of a sexual assault.
